Dear Dr Leitch,

Let me congratulate you on your election. I am an environmental and occupational health researcher. I wish to draw your attention towards the victims of asbestos in India, Quebec, Canada and other countries.

We, in India are grappling with the epidemic of chrysotile asbestos (white asbestos) -related disease and death that continue to increase. On 6th July, 2011, National Human Rights Commission (NHRC), India has issued notice to all the concerned ministries and state governments taking note of diseases caused by white asbestos imported from countries like Canada.

There is a bitter protest struggle going on against asbestos plants in Bhojpur, Muzaffarpur and Vaishali in Bihar, India amidst police firing. Similar is the situation in Andhra Pradesh, which is the capital asbestos manufacturers. They have least regard to human health of present and future generation because they are blinded by 'profit at any human cost' dictum.

In India, mining of all forms of asbestos including white asbestos is banned but Canada continues to export white asbestos to India due to an incestous relationship between canadian asbestos producers and political parties of Canada and India.

In such a backdrop, NHRC, India has issued notices to different Union Ministries, States, Union Territories on the issue of banning use of White Asbestos. The statement of NHRC is available here: http://nhrc.nic.in/disparchive.asp?fno=2334

We are disturbed by the fact that white asbestos which Canada exports to us represents 100% of the global asbestos trade and it represents 95% of all the asbestos sold in the world over the past century. As you are aware chrysotile asbestos is a deadly carcinogen, which causes mesothelioma, lung cancer, other cancers and asbestosis, and safe use is not possible.

I submit that there is not a single reputable scientific or medical organisation that supports the position of the asbestos industry that chrysotile asbestos can be safely used and that exposure to high levels of chrysotile asbestos causes no harm to health. The Chrysotile Institute, Canada and Asbestos Information Centre, India work on behalf of the white asbestos industry have mastered the art of misinformation campaign where they promote the myth that asbestos can be safely used.

We have taken note of the National Public Health Hero Award given by the Canadian Public Health Association, specifically for exposing the deadly misinformation disseminated by the asbestos industry.

I earnestly submit that asbestos should be treated as a health issue, not as a political issue and we are calling for your support on this crucial public health issue. We are glad to note that Ontario Conservative MP Ed Holder and Ontario Conservative MP Pat Davidson, who represent the constituency of Sarnia-Lambton, where so many Canadians have died from asbestos-related diseases have expressed their support.

I urge you to take cognisance of your fellow legilslator, Mr Holder who said, “Mr Holder cannot in good conscience support asbestos.”

I sincerely hope that you would respect the clear scientific evidence about asbestos and to reject the naked lust for profit from selling asbestos to countries like India. You would not expose Canadian children to asbestos harm. It is ethically indefensible to expose children in developing countries to asbestos harm, by placing Canadian asbestos in their homes and schools, all the while falsely assuring them that the asbestos will not harm them.
It would be unbecoming of any medical professional to collude with the promotion of asbestos disease which endangers both the present and the future generation.

I submit that it does not behove the stature of a civilized nation to use and promote white asbestos in India as an allegedly safe product.

With this letter I appeal to you to support the recommendation of the Canadian Medical Association, the Canadian Cancer Society, the Canadian Public Health Association and all of Canada’s leading medical associations that the use and export of all forms of asbestos including white asbestos must stop.

0/6/2011/New Delhi:In a letter to Nitish Kumar, Bihar Chief Minister, London based International Ban Asbestos Secretariat (IBAS) has pointed out that Great Britain has suffered "country’s worst epidemic of occupational disease and death. This year, more than 3,500 people will die from asbestos-related illnesses including asbestosis, mesothelioma and asbestos-related lung cancer in the UK." The letter takes cognisance of the "factories that manufacture asbestos-cement products have already been built in Bihiya, and Giddha, Bhojpur" and "additional facilities in Bihar in the near future". The attached letter was sent on 8th June, 2011.

In her letter, Laurie Kazan-Allen, head of IBAS has underlined that "These diseases are the result of hazardous asbestos exposures at work, at home and from environmental sources. There can be no doubt at all that the asbestos epidemic which is now being seen in Britain and other industrialized countries will occur in India."

The letter refers to two books published by IBAS namely: Killing the Future – Asbestos Use in Asia and India’s Asbestos Time Bomb which contain multiple images which depict the hazardous conditions in which asbestos-containing products are used in India. In a significant exercise, the Chronology of National Asbestos Bans in 55 country has been compiled by IBAS along with the
Current Asbestos Bans and Restrictions world over. The chronology is attached.

Two of these plants have just been set up in Bihiya, Bhojpur, Bihar by Tamil Nadu based company, Ramco Industries Ltd.
The third one has been set up at Giddha, Koilwar Block, Bhojpur, Bihar by Tamil Nadu based Nibhi Industries Pvt. Ltd.

Meanwhile, in Sri Lanka an Erudite committee has been appointed to look into health and environmental hazards of the use of asbestos. The committee was appointed considering the world trends to abandon the use of asbestos due to their negative impacts. In a communication to us Dr Charitha Herath, Chairman Central Environmental Authority (CEA), Sri Lanka informed BANI, "We at the CEA are trying our best to study the matter of Asbestos and to take an appropriate action." Unmindful of incurable disease caused by asbestos fibers, Nibhi Industries Pvt. Ltd has proposed a plant in Sri Lanka too.

It is noteworthy that on 10th May, 2010, the project of Ramco Industries was discussed by the Experts Appraisal Committee (EAC), Industry of Union Environment Ministry. In the minutes of the EAC, there is explicit reference to "Health Management Plan for Mesothalimoa, Lung cancer and Asbestosis related problems in asbestos industries". IBAS letter is quite a timely warning for the Bihar's Deputy Chief Minister, Sushil Kumar Modi who has allotted lands for four asbestos plants without the application of scientific mind. This step of the Deputy Chief Minister reveals his colossal ignorance about epidemic of asbestos related diseases in the entire developed world.

Modi and his advisers are bringing disrepute to Bihar by ignoring "A Repeat Call for the Banning of Asbestos" published in Environmental Health Perspectives, a monthly journal of peer-reviewed research and news published by the U.S. National Institute of Environmental Health Sciences, National Institutes of Health, Department of Health and Human Services published in July 2010. The document regard first call titled The Case for a Global Ban on Asbestos is attached.

भोजपुर के गीधI, कोईलवर एवं बिहियां में लाइलाज कैंसरकारक एस्बेस्टॉस कारखाने पर तत्काल रोक के लिए संघर्ष तेज करें

भोजपुरवासियों,

जानलेवा एस्बेस्टॉस कारखाने से पैदा हुए संकट के संबंध् में चिकित्सा शास्त्रा एवं विज्ञान के सारे अध्ययन सपफेद एस्बेस्टॉस सहित अन्य एस्बेस्टॉस पर रोक लगाने की हिमायत करते है। ऐसे में राज्य के भोजपुर जिले में तीन एस्बेस्टॉस के कारखाने जन विरोध्ी, पर्यावरण विरोध्ी, स्वास्थ्य विरोध्ी, मजदूर विरोध्ी और अवैज्ञानिक है। एस्बेस्टॉस का प्रयोग और उद्योग, भोजपुरवासियों की प्रतिष्ठा को नुकसान पहुंचाते है। उपमुख्यमंत्राी द्वारा अपने बजट भाषण में एस्बेस्टॉस कारखाने को जमीन मुहैया कराने की घोषणा निंदनीय हैं। राज्य सरकार की एस्बेस्टॉस उद्योग नीति वर्तमान और भविष्य की पीढ़ी के लिए घातक है। गौरतलब है कि लोकसभा में विपक्ष की नेता ने 18 अगस्त 2003 को केन्द्रीय स्वास्थ्य मंत्राी के रूप में संसद को बताया था कि ‘सभी प्रकार के एस्बेस्टॉस से मिसोथेलियोमा, पफेपफड़े का कैंसर और एस्बेस्टॉसीस जैसी लाइलाज बिमारीयां होती है।’ ऐसे में राज्य के स्वास्थ्य मंत्राी, पर्यावरण मंत्राी एवं उपमुख्यमंत्राी का पुंजीपरस्त अज्ञान भरोसे लायक नही है।

जानलेवा एस्बेस्टॉस का कारखाना रोजगार के नाम पर भी सही नही है। ऐसे कारखानों से न सिपर्फ एस्बेस्टॉस पफैक्ट्री के मजदूर एवं उनके परिवार रोगग्रस्त होते है बल्कि आसपास के कारखाने के मजदूर, गांव वाले एवं एस्बेस्टॉस उत्पाद का प्रयोग करने वाले भी लाइलाज पफेपफड़े के कैंसर जैसी बिमारीयों के शिकार होते है। यह बिमारी दस से पच्चीस साल के बाद प्रकट होता है।
ऐसे में तमिलनाडु की निभी इंडस्ट्रीज एवं रामको इंडस्ट्रीज के गीध, कोईलवर एवं बिहिया के एस्बेस्टॉस कारखानों पर तत्काल रोक के लिए जारी संघर्ष पूरी तरह वैज्ञानिक और जायज है।
भोजपुरवासियोे निम्नलिखित बातों पर गौर कर एस्बेस्टॉस कारखाने के खिलापफ आंदोलन में शरीक हों:-
1. स्वास्थ्य एक राज्य का विषय है इसलिए वर्तमान एवं भविष्य की पीढ़ी को जानलेवा एस्बेस्टॉस जनित बिमारियों से बचाने के लिए, एस्बेस्टॉस कारखाने का निर्माण रोकने के सिवा कोई दूसरा विकल्प नही है। इंडोसल्पफान कीटनाशक पर केरल राज्य द्वारा उठाया गया कदम अनुकरणीय है।
2. एस्बेस्टॉस एक खनिज पदार्थ है। इसके रेशे सांस द्वारा पफेपफड़े में चले जाते है।
3. विश्व के 55 देशों में एस्बेस्टॉस पर प्रतिबंध् लगा दिया है। अपने देश में भी एस्बेस्टॉस खनन पर पाबंदी है। अपने देश में एस्बेस्टॉस कनाडा जैसे देशों से आता है जो स्वयं इसका इस्तेमाल नही करता है।
4. दसवी एवं बारहवीं कक्षा के क्रमशः जीव विज्ञान और रसायन विज्ञान की 1994 और 1976 में प्रकाशित ;भारती भवन प्रकाशनद्ध में भी एस्बेस्टॉस जनित रोगों का जिक्र है।
5. जून 2006 में अंतराष्ट्रीय मजदूर संगठन अपनी 95वीं बैठक में एक प्रस्ताव पारित किया कि एस्बेस्टॉस जनित रोगों से मुक्ति के लिए सबसे प्रभावी कदम इसका भविष्य में प्रयोग को रोकना है। विश्व स्वास्थ्य संगठन ने भी 2005 में ऐसा ही प्रस्ताव पारित किया है।
6 सपफेद एस्बेस्टॉस ;निषेध् एवं आयातद्ध विध्ेयक 2009 राज्य सभा में लंबित है। सुप्रीम कोर्ट ने अपने हाल के पफैसले में इस विध्ेयक का संज्ञान लिया है। यह पफैसला 21 जनवरी 2011 का है जिसमें सरकार को एस्बेस्टॉस पर रोक लगाने के लिए कदम उठाने की अनुशंसा है।
7. विश्व स्वास्थ्य संगठन एवं अन्तर्राष्ट्रीय मजदूर संगठन द्वारा पारित 2005 एवं 2006 के प्रस्ताव में लिखा है कि एस्बेस्टॉस के जगह पर अन्य विकल्पों के प्रयोग द्वारा ही एस्बेस्टॉस जनित लाइलाज रोगों से मुक्त हुआ जा सकता है। प्रत्येक दिन 300 लोग एस्बेस्टॉस के जहरीले प्रभाव से असमय मौत के शिकार हो रहे है। सपफेद एस्बेस्टॉस ;क्राईसोटाईलद्ध सहित सभी एस्बेस्टॉस पदार्थ स्वास्थ्य के लिए हानिकारक है।
8. केन्द्रीय पर्यावरण मंत्रालय का विजन स्टेटमेंट भारत को एस्बेस्टॉस मुक्त करने एवं एस्बेस्टॉस के विकल्पों को प्रयोग में लाने की सिपफारिश करता है। ऐसे में केन्द्र की एवं राज्य सरकार की जन विरोधी, पर्यावरण विरोध्ी, स्वास्थ्य विरोध्ी, मजदूर विरोध्ी और अवैज्ञानिक एस्बेस्टॉस उद्योग नीति हास्यास्पद है।

इन तथ्यों के आलोक में यह स्पष्ट है कि गीध, कोईलवर, बिहियां, मुजफ्रपफरपुर और वैशाली में हुए जारी एस्बेस्टॉस कारखाने के खिलापफ जारी लड़ाई एक है। जनआंदोलन के कारण मुख्यमंत्राी द्वारा एक तरपफ तो एस्बेस्टॉस उद्योग पर पाबंदी लगाने के लिए जांच का आदेश जारी किया गया है दूसरी तरपफ राज्य की एस्बेस्टॉस उद्योग को जमीन मुहैया कराया जा रहा है। मुख्यमंत्राी का यह कहना कि जब पुरे देश में एस्बेस्टॉस पर पाबंदी लग जायेगी तब राज्य में भी इस पर रोक लगा दी जायेगी तर्कसंगत नही है। भोजपुरवासियों का संघर्ष यह मांग करता है कि राज्य की उद्योग नीति से एस्बेस्टॉस उद्योग को निकाल दिया जाए। हम केन्द्र सरकार से भी एस्बेस्टॉस उद्योग पर पाबंदी लगाने के लिए तत्काल कदम उठाने की मांग करते है।

Stop Killer Asbestos Plants of Ramco and Nibhi Industries in Bhojpur

Ara/Patna11/5/201: Agitated villagers of Koilwar and Bihiya region in Bhojpur are gearing up for protest against the three lung cancer causing asbestos plants in front of Nitish Kumar, Chief Minister Bihar who is visiting the area today to mark the 31st death anniversary of socialist leader Ramanand Tiwari.

The petitions (Parivaad Sankhya-454/3-2/2011, 948/17/3/2011) have been submitted the District Magistrate but there has been no response. Letters have also been submitted to Managing Director, BIADA, Principal Secretary, Environment, Bihar, Principal Secretary, Industry, Bihar and Principal Secretary, Health in March 2011 but so far villagers have not got any relief.

The villagers are demanding that Bhojpur plants be stopped in the same way as Muzaffarpur based plant has been stopped. Human biology is same everywhere, how can same thing be deemed poisonous in one district and non-poisonous in another district. Villagers say, had Ramanand Tiwari been alive today, he would have supported the villager's struggle against the hazardous factories in Gidha, Koilwar and Bihiya?.

It must be noted that the "Research has found that needle-like crystals permanently penetrate the lung tissue when dust-sized particles of asbestos are inhaled. The crystals can eventually cause scarring of the lungs, called asbestosis, and can cause cancer of the lining of the lung, called mesothelioma. Both diseases are incurable and terminal." Alarmed by such a trend, Federico Demaria, a Italian researcher based in University of Barcelona, Spain who visited Bhojpur recently wrote a letter to the Chief Minister with copies marked to the Deputy Chief Minister, Union Environment Minister and Ban Asbestos Network of India (BANI). In Bhojpur's Bihiya, there is a proposal to set up a 120,000 MT/Annum capacity of Asbestos Cement Sheet Plant and 2 00000 MT/Annum capacity of Asbestos Grinding Plant. The total project area is 20 acres and land is allotted by the state government on lease for 90 years.

On 10th May, 2010, the project was discussed by the Experts Appraisal Committee (EAC), Industry. In the minutes of the EAC, there explicit reference to "Health Management Plan for Mesothalimoa, Lung cancer and Asbestosis related problems in asbestos industries". The plant being established by Tamil Nadu based Ramco Industries Ltd. Bihar'S State Investment Promotion Board (SIPB) cleared its establishment on 23rd November, 2009 with a total investment of Rs 60.20 crore.

In Bhojpur's Giddha village, Tamil Nadu based Nibhi Industries Pvt. Ltd is establishing the 100000 MT Capacity Asbestos Fiber Cement Corrugated Sheet, Flat Sheet and Accessories and Light Weight Fly Ash Block Plant. This has been approved in SIPB meeting on 19th October, 2009 with a total investment for of Rs 31 crore.

In an order dated January 21, 2011, Hon’ble Supreme Court’s bench of Chief Justice of India Justice S.H. Kapadia, Justice K.S. Panicker Radhakrishnan and Justice Swatanter Kumar has observed in para 15, “the Government has already presented the Bill in Rajya Sabha. The statement of objects and reasons of this Bill specifically notices that the white asbestos is highly carcinogenic and it has been so reported by the World Health Organisation. In India, it is imported without any restriction while even its domestic use is not preferred by the exporting countries.” It is noteworthy that once a Bill is introduced in Rajya Sabha, it never lapses.

The Bench of Chief Justice of India notes, “Canada and Russia are the biggest exporters of white asbestos. In 2007, Canada exported 95% of the white asbestos, it mined out of which 43% was shipped to India. In view of these facts, there is an urgent need for a total ban on the import and use of white asbestos and promote the use of alternative materials. The Bill is yet to be passed but it is clearly demonstrated that the Government is required to take effective steps to prevent hazardous impact of use of asbestos.”

The World Health Organization (WHO) has issued a new factsheet on asbestos:http://www.who.int/mediacentre/factsheets/fs343/en/index.html It re-iterates that the most efficient way to eliminate asbestos-related diseases is to stop the use of all types of asbestos and specifically states that its strategy is particularly targeted at countries still using chrysotile asbestos. The factsheet notes that “more than 107 000 people die each year from asbestos-related lung cancer, mesothelioma and asbestosis resulting from occupational exposure.”

The work of WHO and International Labour Organization (ILO) must be taken cognisance of by Bihar Government in its efforts towards elimination of asbestos-related diseases “by recognizing that the most efficient way to eliminate asbestos-related diseases is to stop the use of all types of asbestos and by providing information about solutions for replacing asbestos with safer substitutes and developing economic and technological mechanisms to stimulate its replacement.”

The New Delhi Declaration Seeking Elimination of cancer causing all forms of asbestos including Chrysotile from India was adopted and endorsed by eminent scientists and doctors on 24th March, 2011. This happened at a Round Table which was organized immediately after the conclusion of International Conference on "Emerging Trends in Preventing Occupational Respiratory Diseases and Cancers in Workplace" at Maulana Azad Medical College that expressed grave concern about asbestos related diseases like lung cancer in the national capital. The Declaration is given below for your perusal and immediate consideration.

The delegates at the Round Table discussed the asbestos policy of Bihar. These delegates shared their views and gave their valuable hand written notes so that it can be used in a credible way while strongly recommending the need for immediate ban on asbestos to Government of India, State Governments and the relevant ministries.

During a visit to New Delhi in March 2011, Dr Alec Farquhar, Managing Director, Occupational Health Clinics for Ontario Workers, Canada said, “We now have around 500 asbestos cancer cases every year in Ontario from a population of 13 million. If you (India) continue on your current path, you will multiply our death count by 100 times. That would be 50, 000 Indian workers dying every year from asbestos. In Ontario, we learned that safe use of asbestos is impossible. I urge you from the bottom of my heart, please do not make the same mistake as we made in Canada. Stop using asbestos and use a safe alternative.”

Professor Elihu D Richter MD MPH, Hebrew University-Hadassah School of Medicine, Israel said, “All form of asbestos kill. India should bury asbestos, not people. Here is a case for examining whether those countries which export asbestos to India are committing a crime against humanity, because they are engaging in willful neglect. India should not repeat the mistakes of going back some 70 years which will kill tens of thousands of workers and their families.” Prof. Richter too was in New Delhi in March 2011.

It must be noted that “No matter what mis-information comes of Canada or the Indian asbestos industry about Chrysotile, there is no question that science has shown that Chrysotile causes asbestosis, lung cancer and mesothelioma. This is the conclusion of World Health Organisation. The International Agency for Research on Cancer, and other organizations that have no biases except for protecting people’s health,” said Prof. Arthur L Frank, MD, PhD, Department of Environmental and Occupational Health, Drexel University School of Public Health, US. He has over 40 years work experience in dealing with asbestos related health effects. He was in India to make a presentation at an International Conference on Occupational Health.

The Collegium Ramazzini, a Italy based independent, international academy founded in 1982 by Irving J. Selikoff, Cesare Maltoni and other eminent scientists has called for the elimination asbestos of all kinds. Presenting her views, Prof (Dr) Qamar Rahman, fellow of National Academy of Sciences, Dean, Integral University, Lucknow & former Deputy Director, Industrial Toxicology Research Centre, Lucknow asserted, “This is high time that Government of India should ban the use of asbestos in India. It has been proven scientifically that asbestos based articles such as roof ceilings, storage tanks will release fibers. The asbestos fibers will be the cause of exposure to our coming generations.” This merits Chief Minister's immediate attention.

It may noted that the conference was organised by Centre for Occupational Health, New Delhi supported by Union Ministry of Labour & Employment, ESI, DGMS and DGFASL in collaboration with Drexel University, US at Maulana Azad Medical College, New Delhi from 22-24 March, 2011.

The conference was deeply concerned about asbestos related diseases and the alarming rise in consumption of asbestos in Bihar.

In such a backdrop, in short, the Chief Minister ought to take steps on the following points:

· Do not grant environmental clearance to the proposed asbestos sheet plant

· Deny Consent to Establish to this hazardous factory unit

· Create a Registry of Incurable Lung Cancers and Mesothelioma besides a registry of asbestos related diseases

· Start efforts to decontaminate asbestos laden buildings including schools and hospitals

· Create a building registry of those buildings and products which have asbestos.

· Include environmental and occupational health study in the medical education of all the medical colleges in the state

· Stop procurement of cancer causing asbestos based products in Bihar

· Adequately compensate the victims of asbestos-related diseases, create a database of asbestos exposed people and victims as well besides providing legal and possible medical relief and taking preventive measureshttp://www.blogger.com/img/blank.gif

The Environment Impact Assessment (EIA) reports of the proposed asbestos plants reveals that they will procure asbestos from Canada. This is happening because of an incestous relationship between ruling parties in Bihar. Several left party organisations are supporting the struggle against asbestos plants in Bhojpur.

Stop Asbestos Plants in Bhojpur



During a recent visit to Bihar, Ram Bahadur Rai, a well known senior journalist and former editor of many publications has criticised Nitish Kumar government for allowing asbestos plants in Bihar. He has demanded complete ban on hazardous minerals fibers of asbestos in Bihar and the whole country.

Three asbestos plants are almost at the production stage in Bhojpur. The Bihiya plant is being set up by Chennai based Ramco Industries Ltd. The proposal is to establish a 120,000 MT/Annum capacity of Asbestos Cement Sheet Plant and 2 Lakh MT/Annum capacity of Asbestos Grinding Plant at Industrial Area, Bihia. The total project area is 20 acres and land is allotted by BIADA on lease for 90 years. On 10th May, 2010, the project was discussed by the Experts Appraisal Committee (EAC), Industry. In the minutes of the EAC, there explicit reference to "Health Management Plan for Mesothalimoa, Lung cancer and Asbestosis related problems in asbestos industries".

The Bihar'S State Investment Promotion Board (SIPB) cleared it on 23rd November, 2009. Here its total investment is mentioned as Rs 60.20 crore.

The Giddha plant is being set up by Chennai based Nibhi Industries Pvt. Ltd. It plans to establish the One Lakh MT Capacity Asbestos Fiber Cement Corrugated Sheet, Flat Sheet and Accessories and Light Weight Fly Ash Block Plant at Industrial Growth Centre, Giddha, Ara. This has been approved in SIPB meeting on 19th October, 2009. The total investment for the plant is Rs 31 crore.

More than 55 countries have banned the use of all forms of asbestos including chrysotile (white asbestos) and how the Kerala State Human Rights Commission considered the problem created by asbestos and directed that the use of asbestos for roofing the school buildings should be stopped and they should be replaced with country tiles. The recent Supreme Court order dated 21st January, 2011 takes cognizance of the Ban White Asbestos Bill in the Rajya Sabha.

In its order Supreme Court’s bench of Chief Justice of India Justice S.H. Kapadia, Justice K.S. Panicker Radhakrishnan and Justice Swatanter Kumar observed in para 15, “the Government has already presented the Bill in Rajya Sabha. The statement of objects and reasons of this Bill specifically notices that the white asbestos is highly carcinogenic and it has been so reported by the World Health Organisation. In India, it is imported without any restriction while even its domestic use is not preferred by the exporting countries.”

It further notes, “Canada and Russia are the biggest exporters of white asbestos. In 2007, Canada exported 95% of the white asbestos, it mined out of which 43% was shipped to India. In view of these facts, there is an urgent need for a total ban on the import and use of white asbestos and promote the use of alternative materials. The Bill is yet to be passed but it is clearly demonstrated that the Government is required to take effective steps to prevent hazardous impact of use of asbestos.”
